Yes but slowly. If you’re on a good program and keep to it for a long time you should see a difference within a couple months (depending on how much muscle you already have). You don’t have to eat a shit ton of food to get muscle, if you’re lifting for long enough you’ll get your gainz.

If you can really only go 3 days a week then yeah. You should do an Upper/Lower split. Hitting each muscle group twice will be better than once in a week.

Am I crazy for thinking I'm still making muscular gains, even though I've been cutting at around 400 kcal/day for about four months? My lifts are still going up slowly, and my weight is still going down slowly. Is this all just neuro gains?

I forgot about beef jerky. When the meat goes on sale I can make a bunch for pretty cheap. I do balance my lunches pretty well, lunch meat sandwich on whole grain, a fruit, brown rice, and then a mixture of whatever frozen veggies blend I have plus a can of chicken. I'm just talking about stuff I can grab on a 15 minute break to help get me back in shape to work for another 3 hours before the next break. The yogurt is a good idea, and jerky.

So I want to limit my carb intake to about 215 g max on 2400 cal, and I also want to limit how much chicken I eat since I literally eat a chicken breast everyday and it’s kinda expensive if you eat it every single. IMO I think they mean cold water but not numbingly cold like an ice bath.

I would say 4x8-10 is better than 3x8-12. Do whatever you want to do user, it's your call, but I recommend doing 5x5/more strength based set rep schemes for your compound lifts, and then 4x8-12 for your accessory lifts.

Another question I have,

seeing as I come from a calisthenics background I would really like to continue doing weighted dips, handstand push-ups and weighted chin-ups.

Can I just swap out bench for weighted dips, overhead press/military press for handstand push-ups (I do them elevated on paralettes for greater ROM, similar to OHP) and chin-ups instead of BB rows?

Two questions:

1. How do you get into the Zercher squat position without a rack? That is, how do you get your arms under the bar and lift it? Do you set it up on a bench, or on the ground and just squat super low?

2. Should your arms be out away from your body, with the bar out as well, or arms down, with the bar against your chest/abdomen?
