I'm and I'm using an old version of GIMP that hasn't been updated since 2010. And it's all that I find I need. I have Photoshop but I find the controls less intuitive.
If you want a step by step tutorial, I'd say try this.
1. Download and install GIMP. It's free and open source.
2. Download the template image from 3. Right click on it and choose "Open with GIMP."
4. Then open images you want to splice in, either through the menu tab or just right clicking on them and opening like you did the template.
5. Right click "copy" on the images you want to splice in, then right click "paste" onto the template image.
6. Along the way, you might want to use the resize tool to make them fit into the template better.

If you get stuck and need help, just ask. You can probably do most or all of this in MS Paint, which comes free with most PCs that run Windows, but I've never used it.
