Its more about the weight you gain a month than how many kcals but 2lbs a month max is right, you want your final cut at the end to be short and sweet.

So lets say I gain 8lbs...5lbs muscle, 3lbs fat, and cut the fat later, left with 5lbs of muscle...will I see changes to physique?
also should I be doing cardio? I read that helps with nutrient partitioning, meaning more muscle gain versus fat

250 is perfect.
500 is the minimum. I lean bulked at a 500 kcal surplus off and on for years and it always served me well. Slowly, steady gains. 250 you could accidently burn off just walking around/ doing normal shit.
