At the moment internet providers cannot charge more less for different types of data by law. A byte is a byte. Removing net neutrality would essentially mean that ISP's can charge you more for certain types of data.

There's a fine line between regulation and amendment rights. The current system helps keeping some sort of freedom of speech. It prevents ISPs from throttling (censoring) sites defending certain political views. This will be possible from now on. Certain sites will be throttled (censored) with a label no one can go against in the media, like "racist".
