For the layman, the two terms are interchangeable. If someone is majoring in CompSci, it means they'll probably have a title of software engineer at wherever they work (which, for the record, is different from computer engineer, a subfield of electrical engineering).

There is a subtle difference though. Computer science is, as the title implies, about the science/academic side of computing, including but not limited to applied mathematics, artificial intelligence, machine learning, or data modeling. It's more-or-less a mathematics field with some additional specialties and less prestige.

Software engineering, on the other hand, is a more practical application of the theory. It does NOT mean the same thing as other engineers, which require special licenses, legal responsibility, and generally more math. It is, instead, how to structure computer applications and practices effectively, typically towards a business/monetary end (although in some cases such as linux kernel development, stability is more important, or occasionally timeliness if you're a startup that needs to push a product out the door). There are no hard definitions for what makes "good" software engineering, which makes it a kind of misnomer. It's more art than science with a lot of guesswork and mish-mashed ideas.
