What's better for a Dominator class?
Targeting matrix or Turbo weaponry?

whats the best favor for each race? are you better off just making an entire fleet of x favor with maybe 1 or 2 ships with different ones to support, or a mix of all?

Targeting Matrix doesn't do anything below 6k range, which is the Dominator's default max range. So between those two definitely Turbo Weaponry, though AP ammo might be stronger still.

Why not both?

All I've been doing in Multiplayer is try to manage a constant losing streak.

It's not fair, nearly every person I get randomly pitted against has favoured ships I AM KHAELA MENSHA I AM KHAELA KAINE MENSHA AM KHAELA KHAINE MENSHA KHAINE and what upgrades my ships do get I don't even get enough renown to fit them.

The Sword spam isn't even helping

I am constantly being outgunned and panicking, not knowing what to do

Emperor class battleship or Dauntless class Light cruiser

Meant the Retribution class, not the Emperor class

Khaine with eldar seems to ALWAYS destroy something on a ship.

Not sure about orks.

Adeptus Mechanicus with IN seems to be the flavor favor of the month.

Slaanesh is great for countering eldar

IN:
Astartes: Good choice on brawlers and light cruisers, basically anything that usually gets close enough to board and/or LS.
Mechanicus: Arguably overall the best, pretty much always a good choice on any kind of ship.
Inquisition: Good for ships with hangars, since they effectively get an additional crew point (due to having one more crew category) and can use the Tarot to spot their targets from max range. A common pick for Mars BCs in particular.
Navy: Really kind of bleh. I guess maybe you could put it on light cruisers to spam them and get a whole bunch of extra Cobras, but any of the other three favours is prolly better.

Orks:
Goffs: Excellent choice. Improves ramming and boarding, which is your main gameplan anyways. Usually a good pick for all your line cruisers that aim to exchange broadsides, and a decent choice for light cruisers as well.
Red Suns: About tied with Goffs for utility. The traktor beam is great for dealing with Chaos and Eldar (not to mention hilarious), and the faster BRB recharge is a godsend. A good choice for light cruisers (because they're quick enough to easily get in range for the traktor) or a battleship (because it really likes having the extra speed, and pulling the right target into its path can turn an entire match)
Bad Moons: Decent, I suppose. I personally haven't had all that much success with the Shokk Attack gun, the cooldown just seems to long for it to really make a huge difference. The extra upgrade slot is nifty, though. I suppose it could be a good choice if you make something like a dedicated carrier that's gonna hang back anyhow.
Blood Axes: Not a fan, really. The NC just blows up too quickly to be of much use, particularly since the Orks already have excellent torpedoes and don't really need yet more stand-off weaponry. Being able to run silent can be nice for certain gamemodes, though.

Can't really comment much on Chaos or Eldar, since I haven't played those very much yet.

I've always considered the Lunar-class to be the iconic IN ship. The Imperial and Chaos cruisers were the only BFG ships that were in plastic, and were included in the started box, and out of those the Lunar is supposed to be the mainstay of the Imperial navy and the most common cruiser variant (the Chaos counterpart is the Murder-class).

Lunars are the workhorses of Imperial Navy. Their WW2 equivalent would be Cleveland class CL, shitloads built, some converted and seen service everywhere.

Tzeentch is the workhorse of most Chaos fleets. It works on anything long range and brawlers if you can get away fast enough. If you start a battle with enough Tzeentch ships you can completely outflank the enemy with tactical use of the proxy blip.

I've found one thing that try as I mgiht, I can't counter.

Every so often, usually just as I engage, the camera flips below the map and then I can't move my ships.

Cruisers are your beatsticks. Slaughters are great
Never get closer than 9k to your enemy
Plan a route at deployment to lead them on a merry chase through nebulas and around asteroids.
Stasis and Probes (both kinds) are your best friends. Learn to love them
Slaanesh on everything makes both Orks and Eldar weep

Taunt on every ship. EVERY. SHIP.
Stasis on the ones that have room.
Micro-warp + Double Big Red Button = surprise butt secks
Ignore strikecraft (grot launchers) on CLs, they make them too expensive. A carrier+zapp Cruiser is a reasonable choice however.
Never replace Torps. Boarding Torps are love incarnate.
Tracktor beams wreck entire fleets solo.
Buy upgrades that make you faster so you can actually catch Chaos and Eldar.

Starcannons are USELESS, except for fighting other Eldar. Don't use the Shadow Cruiser at all, unless you face other Eldar.
Pulsars are how you kill everything. Give them Saim Haim for insane attack power, or Biel Tan for better defence and critting.
Vaul Maneuver is insanely good. Take it on everything.
A single Stasis on one ship in your fleet will help get you out of sticky situations.
Put these things on Autocast on your Auroras: Lightning Strike, Vaul Maneuver, Pulsars, Torps.
Set engagement range to 3k, forward. Turn off "Move doesn't cancel attack orders".
Buy more Pulsar range, then more pulsar shield damage, then whatever.
Once you have more Pulsar range, you may need to fire pulsars manually when you get into that range. Get good at estimating distances.
Never put crew into gunnery. Pulsars only fire three shots, so critting doesn't really come up. Fill up spirit stones first, then Blade sworn.
You are not a ship: you are a plane on an attack run.
Pick target, line up, approach, fire, 180 spin, boost out. Wait 10secs for pulsars to reload, turn around and do it again.
There's also a funky all-Altioc-Solaris build, but that's really expensive and hard to make work.

Don't actually do that. It will just guarantee that your ship will be instantly murdered the moment it gets taunted. Instead set the default behaviour to 12k broadside, which will make your ship automatically retreat once taunted. Just learn to aim Pulsars manually, you'll have to do it once you've got 9k-12k range on them anyhow.

I've been experimenting with all-Ulthwe and it's surprisingly nice. Being all but immune to lightning strikes and able to lay a continual DAANGER ZONE to deter pursuers is a powerful combination, plus it looks killer. Eldradu akbar.

Gothic cruiser has no macrocannons, so it doesn't really work as a mascot for a game with is all about 1700/1800s naval warfare IN SPACE. The Tyrant cruiser works better, or maybe the Lunar.

This, desu senpai. Lunars are the workhorse, the mainstay, and the backbone of most any fleet. Gothics ain't much good unless you have some macroweapons to trash their shields. Well rounded, well balanced, the classic Imperial prow and impressive torpedoes.
