I honestly think they will be with holding X amount of races for later expansions and DLC. Especially since it will cut the development time and increase profits down the road. Sadly thats the new meta for Vgaming industry now days. Just look at warhammer total war, Only 1/4 of the races are playable.

Looks good but too clean somehow, the units look like creeps you'd see in one of those moba type games. This is probably just pre alpha stuff though, hopefully things will be touched up or dirtied.
