How would you run a D&D campaign set entirely within one city with only rogues?

talent essentially doesn't exist, there is only skill, gained from ... practice.

Thieves' guild.
Insurrectionists fighting against current regime/government.
Enemy criminals forced to band together to keep the law from ousting them.

With great difficulty.

You have to plan in advance and make each of the challenges more about steath.
Give the idea that the group should work together and have hiests be the dungeson of the campaign.

A combination of Burn Notice, Gangster, and Pulp Fiction. You are budding criminals otherwise disgraced from polite society and forced to go underground for whatever reasons. You band together to sell your services to do things of various levels of legality for people up to and possibly including murder and occasionally you'll get tapped for jobs by people who may represent other very important people or who might suggest you do this while you're on job for another person.
