If the enemies don't accept to your challenge then you're free to retreat back to safety, the enemies aren't allowed to tail unless they want to lose their dragon powers
This power however can only be used once you morph into a dragon and will cool down after the next time you morph into a dragon again, you must also pay tribute to the great tyrants ie gold from your enemies

It'd need to use some sort of bonus system, but it seems perfectly reasonable.
And you could just kill them the normal way, or do some actual work - safer than the guy who halved cooldown times and pops into a Behemoth when you don't expect it.
