I head to my city's main water supply and dump in the pieces.
Either destroying the ring in this manner breaks the curse, and I am free
or the pieces still bear the curse, at which point I've transferred it onto anyone who bathes in or drinks from the city's water.

I always wondered why you couldn't break a curse like this by cutting off your finger. Wouldn't getting a finger slapped back on be cheaper than a remove curse?
Actually, regenerate is a 7th level spell needing to be cast by a 15th level cleric while remove curse is a 3rd level spell needing to be cast by a 5th level cleric. I'll let you guess which costs more to hire.
Remcurse is Clr 3
Lesser regen is Clr 4, and requires an intact bodypart.
Regen is Clr 7, if you don't have the part in question. Same level as a res, but without the con drain.
