It's December 3rd today. December 2017 is a reference to this month.
January 2018 is Winter. So is Feb/March 2018.
Then there's the Spring, and then there's the Summer.
Then, after Summer, you get Fall. On December 21st 2018, it becomes Winter. So yes, technically the End of Year is in Winter.
But wait! That's why they said Fall/EoY, because the EoY season that isn't Fall only lasts 10 fucking days.

My dude, can you even read? This has obvious uses. If you want a business/verified Twitter account, you can use this to prove to Twitter that you have the capital to get that blue checkmark without actually paying for it. That's my understanding of it, at least. While I don't think this part would see massive adoption, it shows utility for the token.
