Isn't this the concept of that old ass greentext story about the necromancer who taught people how to manipulate the dead to do their work for them so that the working class was free from their labor slavery? Then of course once he left the town the ruling class would have adventurers destroy the undead constructs so that the landed elite could maintain their wealth based superiority.
