I check both the US Marine and Army ranks. Lance Corporal (Marines) is an E4. Army where Corporals are rare, are considered E3. Niether of which are NCO's.

You got it backwards. Corporal in both services is E-4. Lance Corporal is in the Marines only and is E-3; Army E-3 is called a Private First Class.

Army has two ranks at E-4. The most common is Specialist. Army also has an E-4 rank called Corporal, equal in pay grade as Specialist but not in authority, since Corporal is an NCO. Corporals are rare though, and frankly it's because of lazy commanders who don't send people to BLC when they're supposed to and turn those E-4s into E-5. Yet, they may need some NCOs anyway, so instead of doing their job and sending them to BLC, they fill out a 4187 to transform those Specialists into Corporals.

In USMC, E3: Lance Corporal
E4: Corporal (NCO)
