In the 40k RPGs, 15 strength is rather wimpy. The lowest starting strength I can see a PC having is 17 in DH1. It might be possible to get lower, but I can't think of how.

The STR ability score isn't really anything physical about your character's body, it's just the modifier when you make melee attacks and for swim checks and intimidates. You can describe your character how ever you like, you don't have to link their ability scores with your character description.

15 STR isn't even a lot. You should have asked if they can be slim with STR 47; that's at least something to debate.
