An ooze dragon could fly, but it's wings would have to be made of bubbles of gas instead of flappy things.

I've actually used these guys before along with some felldrake animal companions. They were slaves to an intelligent half-dragon planeswalker-type wizard who was trying to reverse engineer true dragons from the blood of various draconic bastard races.
The result was a huge gibbering mouther-like monster called a squamous spewer (from the Draconomicon)
