When you think about it, what the fuck is the use of a laser chain gun? The whole point of a chain gun is to get as many rounds down range as fast as possible. Lasers can go infinitely until their power source is depleted. The two together is a contradictory amalgamation.
The only real reason I can think of is if the power source for the laser has ineffecient cooling in some way or is still packaged inside cartridges.

I remember an old GURPS book that compared magic and psionics. It pointed out that psi is weak but you can do it all day, and magic is powerful but exhausting... but neither is immune to bullets...

Depends on the system. In GURPS, Psionics had a lot of minor, low-power effects that only required a skill roll to work, and magic could do some very big, flashy stuff... but it ate a ton of stamina to pull off. Since your Strength was also how much fatigue you had, it was easy to end up passing out from exertion unless you played some sort of muscle wizard. Though I believe they added an option to just buy extra fatigue later.
