A guy with glasses was bullying one of my friends in high school.
One day he really pissed him off, my friend came right in front of him, took off yhe bully's glasses and carefully put them aside.

I think you hit the nail on the head with the idea the "zero tolerance" craze just generates incompetence. When you train your educators to treat everything as an extreme it drives a really naive worldview into their minds.

Just today I read a story about some school district in New Jersey where the policy is to call the police every time a child displays behavior which may indicate some larger problem. A third grader spent his last day of school for the year being questioned by the cops because his teacher thought he was acting racist when he started chatting with a friend about "brownies".

That made me smile, but America is a big country, remember. While that kind of stuff may be happening in New Jersey, the exact opposite is happening in some rural part of the country. Undercorrecting and overcorrecting the situation creates big problems that last, but when we don't have a one Culture, with set values, then I can't find anyone to blame. Even if you can't come up with a good reason for your example to happen, it would probably be more than justifiable in a more racist part of the country.

I have never heard of "brownie" used as a racial slur. Especially when a child is using it, because 99.9% of the time he's talking about the fucking snack.

I agree that fighting back is one of the better ways of stopping bullying, but really, it's all about making yourself a difficult target. I stuck with a group of other misfits in school, if someone wanted to try something, they had to deal with all of us.

I don't know if prison gangs are exactly a good thing in school, but it did solve the problem for us, and after a while, people gave us a wide breadth even without us doing anything (See those crazy looking fuckers over there? This is a consequence of "Zero Tolerance" policies. Which would perhaps more honestly be called "Zero Accountability" or "Zero Responsibility" policies, because that's why they were created: to remove any and all accountability from the school's administration.

A school which applied even the smallest modicum of common sense would understand that there's a difference between aggression and self defense. Unfortunately, when given the choice between "common sense" and "reduced liability of lawsuits from angry parents", common sense goes right out the window.

Amusingly, when you treat any and all infractions as equally severe, victims of bullying have much LESS incentive to restrict themselves to using the Minimum Necessary Force to protect themselves. If they're going to be expelled for defending themselves either way, they may as well send that bastard to the hospital.

Remember though bullying is rarely physical. Zero Tolerance policies are generally applied to nonviolent acts, like calling another kid "homo" or making a gun shape with your hand.

Now, common sense dictates the best way to fight that is just turning off the screen and going outside. I'm inclined to agree this is the best medicine. But there is a trend for online bullying to translate to offline behavior. Kids who find themselves bullied on the internet will often go to school the next day and find out everyone is excluding them in real life because of what some fag said about them on twitter.

And it's on the rise, because the most recent generations of parents can't be bothered to teach their kids not not act shitty on the internet.

When I was in elementary, I was probably the biggest nerd there was, and my school was known for bullying. I knew it wouldn't be long before I got bullied since I also had a british accent and indian. So I simply befriended my PE coach, this chill as fuck dude who would always cheer people on but at the same time was probably the scariest fucker around. Eventually a kid did bully me, and I waited until PE to react to that shit. Kid pushed me making me stumble, I got up and hit him in the stomach, and a brawl was beginning. One of the kids freaked and ran to get the PE teacher. When this guy saw what was happening, he was about to knock that kid out himself. Instead he reported the kid to the office, gave him detention and had him run laps everyday for the rest of year in PE. By the end of the year, the kid and me became friends and the kid started doing baseball and track.
Tl;dr: befriend your PE teacher. They are probably the only ones that can actually deal with a bully so that the bully leaves you alone.

A big part of the problem is people whose "common sense" tells them that the "correct" solution is for the victims to just turn off their feelings and/or remove themselves from existence, apparently under the logic that no victims means no problems. These soundbites do nothing to solve any problem, and the people who repeat them usually know that, but they make it easy to push responsibility onto the victim, which shields bullies from guilt.

There are more guns than cars in America, and fewer gun deaths than car deaths. Plus car accidents are more random than gun deaths, so you have a chance to reduce your odds of being shot just by not being a fucking cunt to everyone. You could call to the attacker and intimidate them with threats of violence without actually acting on violence.
It's even possible for you to shout, get attacked, and take a beating instead of someone, without you ever throwing a punch.
To me any of that is better than just doing nothing.
