Pretty much ordinary people who all manner of jobs in the Congo who spend their free time and disposable cash making themselves look as fancy and dapper as possible.
Their rules tend to encourage noble behavior as well. It's not enough to look like a gentleman, you have to be a gentleman as well. Display your style and panache through fashion, posture and action all at once.
That's the dream, at least. You have some sapeurs that go out of their way to try and be genuine gentlemen then you have others that just like to parade around like peacocks and out-dandy the others sapeurs.
