Oceanside has seen better days. Forced to cope with the influx of the displaced during the Conflicts, the small research outpost blossomed at first with the addition of a thousand bodies. And then ten thousand. And then a million. And then more. By now the situation has calcified in the intersection of economic and political interest. People cope. The infrastructure expanded to offer succor for the people who know they're unlikely to ever leave.

A boon presents itself as the city was never officially incorporated under Hong rule - Minoris itself still classified as a penal and research institute planetoid - so now people live on with shipping, smuggling and all the myriad happy nearly legal trades.

In a place like this, a wanted person could disappear. Many do. Official population numbers is off by what some estimate is a magnitude.
