What's a good CP total for a oneshot with PVP elements? Something like a condensed version of Million Year Echo, where everyone starts at a location, investigates and talks and forms alliance, then gets a catalyst to accomplish their secret, mutually exclusive objectives. I want to allow for customization and variety without everyone showing up in synths with 32/32 armor and plasma rifles.
I was thinking something like 500 points, along with a caveat that any weapons or armor have to be concealed somehow, and possibly a further limit on how many points can be spent on weapons, gear and morphs.

500 CP is very little, but I guess if you're looking for combat monkey with another skill or two it should work ok.
If you want characters which are limited, but still well rounded enough to actually do more than 1 thing well, and have gear, I wouldn't go below 700. 800 is usually what I use for weaker characters.

You start with the Sylph morph, with the Outer System cyberbrain variant. You then add on all the augmentations that a Shaper pod has, minus the ones that are illegal in the habitat you're living in. You then get a Portable SolArchive that scours the mesh for open-source software, and load your cyberbrain up with Hither Narcoalgorithms and all of the relevant software and infomorph upgrades from Panopticon and Transhuman.
This lets you monitor multiple different sensor feeds simultaneously, extrapolate what your customer likes, and then alter your physical appearance and behavior to their specifications. It also makes you a very capable spy.

Ultimates do not care for AGI and Uplifts usually no. They're not necessarily like, oppressive, but mercurials and the like are clearly doing their own thing and thus are not part of the Ultimates quest for transhuman perfection, and easily could be competitors.

I'll second this. I mean, the system is pretty functional, I actually really like it, but the main reason to play EP is definitely the setting.
It's like Shadowrun. Shadowrun is great, if you want Shadowrun. But the system itself? Eh, if you just want generic sci-fi, I'd say go with either Traveller, GURPS, or Edge of the Empire.
Edge of the Empire is pretty much exactly what your players are looking for.

I will go with Cronus.
MRA brinker habitat around Neptune. Population around 3000. Beehive habitat type. The main architecture and imagery is mix of Neo-Greek and Neo-Pagan/Viking.
Population is exclusively natural born male. Any female Ego's are strictly banned. They are believed to be naturally unstable, psychotic and with violent and destructive tendencies with harmful effects on society. The ideas of Cronus are reason, productive competition, brothership and self-development and exclusion all types of female kind.
Main population of Cronus consist of Olympian morphs, Bouncers and small minority of Remade. There are pleasure pods wired to Muses and a limited number of Masked Steel Morphs with female shape to satisfy sexual needs of the population. The current divisions in Cronus are based on several ideological differences.
The Exodus faction favors joining other brinker habitats interested in escaping the Solar System altogether, they are distrustful of the Pandora Gates and would prefer to send a colony ship to a nearby star, maybe with Factors assistance.
The Outreach community wants to spread their ideology further, and has connections to interested individuals in other habitats. They have also set up some smaller settlements on asteroids in Solar System. One dark rumor has it that they have contacts with an exhuman predator group which has taken male predatory and combat characteristics to extreme.
The Maletopia faction is a fringe group advocating male to male relationship and eventual destruction of all females in society(with possible reservations). They are on the very fringe of the society and not widely recognized.

The past times on Cronus involve sport competitions, martial fights, reciting poetry and improvised gladiator combat with genetically formed monstrosities(including exaggerated forms of women-animal hybrids like harpies). All contact with females outside of the habitat is considered hazardous, and there is special containment zone for unlikely female visitors. A member of Cronus society that comes into prolonged contact with a female is given special psychological treatment for mental abuse that such contact necessary implies.

Watts-Macleod asyncs are not Exsurgents, each strain of the virus states when it makes infectees into Exsurgents, and Watts-Macleod does not make Exsurgents.
There's a couple of strains which make people Exsurgents quickly, but IIRC, none of them give psi.

Not for mechanical purposes they aren't. Strains will explicitly note in their staging when a subject is considered an "Exsurgent" (and in the core book this is usually the stage it says they should become an NPC). WML has no staging, and does not say anywhere in the GM section the character becomes an Exsurgent, just that they gain the Psi trait and the associate drawbacks in the Psi chapter.
Also, half those sleights are like "Only normally found to weird aliens or exsurgents, or this one viral strain"
