Requesting blonde nobleman paladins

This is a real guy, and he is fanatically loyal to his country and heritage. He's independently wealthy, and owns his own castle by the coast, where he's built a series of cruise missile launchers, all pointed at China. Of course, they don't work, but the article I read about him, (it was maybe 5 years ago?), states that he fully intends to make them work. He is forever ready to fight against the tide of communism!
