your list does a lot of things I really enjoy about the victory (their ability to be great carriers for their price and the dominator card being used to really wallop somebody) but I feel like a few of the victories weaknesses need to be addressed. The Victory is one slow motherfucker when it comes to taking on the enemy. That's one of the few things about her that you're going to have to learn to live with, because that max speed of 2 means you aren't going to be able to chase rebels down if they're running from you. The best way to start taking care of that problem is to go for objectives that really encourage your opponent going into areas you can overwhelm with firepower, or by limiting lanes of movement. Contested Outpost force the rebels to come to you, as does fire lanes. Advanced gunnery is a fine red objective to accomplish what you're looking for, and a good choice. Dangerous territory though, will play to another player's advantage, as it will let them scatter and grab objectives and if you catch a smaller ship they could still make their points up in objectives. Minefields is a much better objective, letting you hem in the rebel player and force them in certain directions or force them to come into any fight limping from heavy damage.
The victory's other major weakness is that her forward hull zone is the only hull zone you want to fire with. its a big heavy slab that'll knock the bejeesus out of any rebel ship that gets too close. The Dominator title encourages a nose down, all ahead style by letting your remove shields from areas you know you won't get tagged on and hitting the rebel player even harder with your front hull zone or turning a side hull zone into a scary zone to be in.There are upgrades that really help the Victory, and upgrades that I feel are overcosted on the Victory.
Enhanced Armament has its place on ships, and is a fine upgrade. its really not for Victories though. I'd suggest cut it, and put gunnery teams on dominator.

My collection so far is core+vic+neb, and I have an assault frigate+rogues&villains on the way.
I wouldn't include double Vics if I had another Imperial ship to run (maybe double Vics + a Raider, but with a lot fewer upgrades). But good points on the objectives, I'll switch to Contested Outposts and Minefields.
For now I think I'll leave the upgrades as I have planned. Enhanced Armaments and Dominator both give me some recourse if Rebels slip out of my front arc. I'll see how it goes and adjust from there. These are just for some friendly games with both fleets built from my collection.

Because a fully modded lightsaber with a fully modded Ilum crystal has 10 damage and Breach 1, it's difficult to really match it in terms of potential Wound damage without getting into things like heavy machinery or highly illegal weapons. That said, Feral Strength and an okay amount of Brawn will probably help them keep paces with a lightsaber, even with more mundane melee weapons; not to mention their Brawn and the talents in Marauder should give them a leg up in survivability and help them last longer in a fight. Besides, one of the strengths of melee weapons, depending on the campaign's era, is that they don't necessarily paint a huge target on your forehead; which forces the lightsaber to be used a lot less out of necessity.

Feral Strength will take care of the gap. The strongest melee weapon in the game is iirc the Wiek Greatsword in Nexus of Power with a +4 damage, put superior on it combine that with maxed out brawn and feral strength and it gets a base damage of 14 compared to a 'Sabers max damage of 10. With Defensive 1 to boot

Well, one of the things you have to keep in mind is that a lot of the artwork gets the idea wrong. They draw and "energy field" around what's supposed to be the handle of the weapon. starwars.wikia.com/wiki/Force_pike/Legends >Yes, Legends, I know.

I believe you're thinking of either the Arg'garok in Lords of Nal Hutta which has +5 Damage, or the Weik Greatsword in Nexus of Power, which has +4 Damage. Former has a Cumbersome of 5 and Pierce 1, latter has Cumbersome 4.

So far? My party cracked a factory-new Imp Star One in half, bloodied the nose of its Acclamator escort, and killed one of two Lancers with a combination lunar slingshot and up-sized Loran spitball using a Venator.
We followed it up by rancor-rolling our way out of an Imperial ambush of a trio of Victory-IIs with a second spitball, right down the middle of their formation, squeaking out with serious damage.

We're not really rebels, but my eote group just assassinated a black sun vigo with a bomb. Our stealthy slicer snuck into the bar he was partying at and planted one of the breaching charges we had been given to use on another job. My team was supposed to rush in and mop up what was left while another team guarded our escape vehicles so they didn't get stolen. Turns out the charge was a lot more potent than we anticipated. It completely wiped out the bar and a few adjacent buildings (they weren't very well made). We picked ourselves up and fucked off real quick as all hell broke loose. Unfortunately our bounty hunter and the two talky characters couldn't stop the panicked masses from stealing one of our speeders, so we had to cram 7 people into the remaining one for our heroic escape. Turns out we unwittingly executed part of one of Xizor's power plays, putting him that much closer to controlling all of black sun.
Also, why the fuck are there no speeder vans in any of the books? It would make our lives so much easier.

BMST literally nerfs Tycho into the ground. Keyan's fucked as well. I get that the primary purpose of BMST and Letts is to nerf Overclocking UBoats, and the stress ignoring K3+Outlaw Tech Stapler builds, but by going after those specific targets through stress they've completely sodomised everything else that has stress management but IS still balanced.
I mean, I keep trying to find the wrinkle I've missed, like it's use and discard, or it's firing arc only, but I can't see it. It's 1pt non-unique Illicit that gives you an action that completely kills any PTL or Stress manager ship with 3 hull or less's chance of ever being seen in the meta again.
The tournaments after this comes out are going to be 100% scum. 100%. Fuck, they've just pretty much obsoleted from before release Kad Solus.

There's a healthy initiative bid, you have two PS 9 aces combined with the crazy action economy that Manaroo brings.
Fenn Rau is going to be close to Soontir Fel levels of finishing a list off by himself, while Old Teroch as two uses - he's a great response to token dependent threats like /x7 Defenders, Torpedo Boats, Dengar and Soontir Fel and he's also just an incredibly tanky target thanks to stripping the tokens off any ship that gets a good shot on him.
The only thing I'm debating is swapping K4 for Engine on Manaroo. Worse efficiency for better survivability.
2x Binayre Pirates + Black Market Slicer Tools Fenn Rau + PtL + Title + Autos 40pts left to spend either on a pimped out Guri or a Fett with Fearlessness.
Essentially, people are either going to be afraid of the Z's and avoid, prioritise for the alpha WAAAAY more than they used to, or ignore and get punished every time they stress themselves. It DOES however put a stronger emphasis on careful flying from the Z-95's though, since a collision or a stress will lose them their Slicer Tools action. So it's going to require a different sort of flying from usual. People are going to be really cagey about when they PtL themselves now. It DOES hit Deadeye Plasma UBoat builds that were relying on Overclocked HARD though. Since they want to be firing at range 2 or 3, which means that they go into the next turn with stress just as the headhunters get in range to use their slicer tools. So, that makes the Z's priority targets, so your wasting your ammo on the chump change whilst the problem part of the list (Fenn and whoever) descend unmolested into their preferred combat range and out of yours.
This is going to change the game, a lot. Fel might be saying farewell to Stealth Device and hello to Hull Upgrade thanks to this.

No. Slicer Tools are a gimmicky 50% chance to do something to someone with a stress token. You'll only see them on cheap, throw-away Z-95s, or as a 1-pt upgrade for "just in case" use (like the Tractor Cannon). Feedback Arrays are guaranteed damage, for 1-pt more and an ion hit. Slicer Zs will only be effective in mass, meaning you'll need about 2 or more Zs to guarantee at least 1 damage on a ship with a stress token. For PtL Aces, they can always just opt to not PtL when they close in.

Fel and Overclocked U Boats though. Sabotour is a bad card because it needs a ship to be already damaged and in that circumstance why the fuck would you not just Target Lock them instead so you can kill them.
THIS is neither 2pts, a Crew Slot or requiring them to be damaged at all, and goes through shields and only requires the target to have stressed itself. That said, I think the best use of it probably is on Binayres who just roll in knowing 50% chance of putting a damage card on something is better than their Fuck All% chance of doing anything they would have normally.

I don't see this killing any imp or rebel ace builds. It might bring the imp aces down a notch, but rebel aces are still a thing, as they weren't necessarily relying on PtL (A-Wing exception). If anything, we might see more EPTs than just "all PtL , all teh time". And I'm ok with that.

I think we're gonna have to see what sort of psychological impact these have on the game before we make too many assumptions. We all thought Boba Fett (crew) was going to change things up and that post ImpVets we were going to see a lot of support TIE-Shuttles, neither of those things materialised.

Rebels have long had stress as either a stressbot-inflictor, Keyan's "stress is focus" zen, Kanan crew mediation removal, Jek's "stress FUCK YEAR!", and Tycho. Imperial stress has been Rebel Captive's counter-stress, Mara Jade's stress-bubble, and of course the "we have enough greens to not give a shit about PtL stress". This is Scum's setup, stress as possible slicer damage, 4-Lom's fuck you have stress, and Asajj eat stress for being in my garbage-turret.
