They are good early on, but lack claw for high TV murder. Also ghouls suck.
Undead doesn't get to high tv well. They skill slow, are really cheap, and don't have very good positionals outside the Mummies

There is no best at all TV team. Nurgle and Chaos are amazing at super high TV, but suck early on. Norse and Amazon are great early, but fall apart at high TV.
Lizards, wood elves, or dark elves
Necro is pretty good at most TVs, but they are kinda shitty at tv 1000 because can't afford everything and no skills, nurgle and chaos will fuck them up at tv 2000+
Also Chaos Dwarves are pretty scary with just 1 or 2 levels.
Lizardmen. Lizardmen suffer in comparison to CPOMB teams at 2000+ TV, but are still good. Below 2000 TV they rule the pitch.
