This is my canon for how half-dragons and dragonkin and shit are born.

Living in close proximity to a dragon for many generations causes increasing magical mutations in each generation. So they eventually start to look like their dragon master.

I never use kobolds, but sure, sounds like a good history if you like them. They outright turned from mammals into reptiles due to centuries of being servants to dragons.

Kobolds have always been servile, so blasting a couple with flame, snapping a couple heads off and treating skulls as popcorn out the fear and respect of dragons into kobold tribes that they could use them as cannon fodder.

Same thing as wolves to pye-dogs to modern dogs I guess. Dragons and kobolds influenced each other over time until one day they looked back and realised how much had changed.
It also lets those people who must have kobolds adhere to THIS vague germanic myth or whatever be appeased by knowing that there are ancient kobold tribes that never went anywhere near dragons and thus retain their unaltered forms, if not the draconic talent for sorcery.
