It does, just on the other side of the planet where my players will never find it because they wouldn't tolerate that shit.

It does, kitsune live in remote towns and occasionally make pilgrimages, shapeshifted to human forms, to human cities in order to steal and copy or reverse-engineer any new technology.
Officially, these towns are 100% human. They have Alarms and such around the towns in case of tourists or adventurers, so the entire town can shapeshift or hide before their guests arrive.

They probably exist, but the campaign will not visit the Oriental parts, where they might exist.

I'm using the core setting and it favors general, easily re-fluffed races over highly specific ones and kitsune fall under one of the catch-alls, although I'm working on a class (of all things) that would simulate their abilities much better than that.

Not set in or with Japan stand-in. Nothing personal, but it's hard to mix cute kitsune with plain tribes

i made them completely covered in fur so they dont get to be weeb bait.

Good question, I didn't think that far out yet.
Most likely sent out on the next pilgrimage by themselves to prove their loyalty, with a magic compass leading back to the town. After a day, the compass gets increasingly inaccurate in proximity to the town. If they succeed anyway, they're accepted into the town and its secrets.
Or just forced out/tricked out via illusions.
Probably some liberal use of Suggestions and other sorts of charms in either case.

in our group's case we changed it from weeb bait to no bait at all

i made it more like "humans covered in fur" rather than "animal head with humanoid body" , since furries are more about admiring actual animals

My setting is already furbait, I'm not putting up with weebbait too.
It would also imply that inter-species hybridization is possible with humans, which in setting is not the case. Almost all species are violently xenophobic when it comes to sexuality in my setting.
