As dumb as the initial idea sounds, it actually makes a fair bit of sense.

Every world in the imperium must provide for its own defence , and must provide a tithe to the Guard, but worlds rebelling build up arsenals beforehand - worlds with a suspicous excess of weapons or building defences way above those expected for a world of their worth are going to get a visit.
They work with the Adeptus Arbites to reduce the levels of weaponry available to the citizenry where levels of planetary unrest are high, trying to make sure riots won't wreck a hive with heavy weapons
And there's the issue of higher tech worlds doing things they shouldn't, be it local admech or the world's rulers - the Ordo Confiscatum goes around to make sure no-one's making their own bargain basement space marines

Ordo Tenebre - The Dark Order
The ordo tenebre studies records and rumours of the Dark Age of Technology, constantly on the lookout for threats originating from Mankind's ancient past.
They hunt and assess archeotech, lost worlds and colonies; they search for fabled treasures, weapons and threats of that fallen age - pouring over what few records of the time survive in the hope than any threats of the age remain dead and buried in the past.
They are the men and women on the scene when a mad warlord unearths some doomsday device, or some Abominable Intelligence is stumbled across, or a world unseen for twenty millennia is sighted once more

No, the admech is too obsessed with the tech, but most Ordo Tenebre Inquisitors have a substantial admech portion in their retinues.
The Ordo looks at things like the quarantined world of Murder, old star charts trying to work out where DAoT population centres have gone, and look out for prohibited DAoT tech in the hands of the admech and imperial nobles. Of course they hoard some of it, like most ordos it has its radicals.
