In your situation described the CMC of the spell is unchanged since they have to announce what X is first THEN pay the costs while applying any cost enhancing or reduction modifiers. I think the card you're talking about is Displacement Wave right? What he has to do is put the spell on the stack, announce what X is then choose targets(if the spell asks to choose targets) then pay the costs. So the CMC of the spell will be 5 in this case even though he only pays 4.

There already is a strong UR deck. Fevered Visions, Stormchaser Mage and Wandering Fumarole are huge payoffs with the amount of playable quality burn currently in Standard. The blue splash also gives you the ability to play counterspells which are extremely important against certain decks.
