No. Ogryns are 2.5 meters tall, and they're supposed to be notably larger than Space Marines.
It's depends on the selection process. Typically only the biggest and strongest survive, but if it's based off wits a smaller person may survive.
(Also, the process of becoming a marine alters their DNA so they all end up about the same regardless of what they looked like before hand)
Even still there are guys that are so big that regular armor doesn't fit them properly. Even Abbadon complained his Terminator armor was too tight for him.

There's also a Exorcists captain that's so large his armor had to be custom made. He's said to be of "ogryn-like stature"

After becoming a full on marine they typically are 7+ feet tall. There are some short one, I remember an IF being about as tall as a relatively tall human in his power.

This always confused me because I assume you have to put on the undersuit for it first before you put on the armor pieces.

The other primarchs were space marine sized, until very recently when they all turned into ogre-szed faggots.

Magnus was also the biggest of the primarchs. Aliphatics and Omegon are marine sized, and others fall in between.

That guy's arms are too short first of all, and in armor all he did was paint over the silhouette of the hand instead of putting a glove(thus making it thicker) around it.
The guy is stretched vertically in the torso and his head is too small. And any armor he put over barely bulks the silhouette at all.
