Battle fatigue was dumb, but I think colonies is good. Playing to fill in regions can get boring at times, having colonies seems pretty fun to me.

If you have a tile in a region, and noone has a monopoly, you get +1
Once someone gains a monopoly, the colony bonus is lost for other players in that region, until the monopoly is removed.
