Depending on how hollow you make the moon, you could end up with a very large country. The moon has a surface area comparable to any nation on earth.

It should be big enough to support two levels at least. A top one where the "sun" is located in the middle and the lower levels similar to lower levels of Ivalice before you hit the sewer areas where the water is circulated and recycled and acts as a way for smugglers to come in via the surface.

The whole thing is maintained by a God Wizard who basically uses himself as a super battery to keep the whole thing running

The general population are not highly aware or knowledge of the world beyond the moon save for the few traders who are restricted to certain areas and only the Priesthood knows everything being the descendents of the original group that followed him there several hundred years prior.

Would Exalted even be able to support the idea I have in mind? Doesn't seem like there would be much in the way of room for magic based technology and what not but then my understanding of the setting comes vaguely from the various generals.

Is the entire thing pressurized with air? That seems kind of wasteful if you're not going to be using most of that volume.

If you're completely hollowing out the Moon except for a relatively thin shell beneath the outer surface, wouldn't it make more sense to just remove that thin shell from the surface and reassemble it into a hollow sphere? Exactly the same end result, but way less material you had to move.

You'd need to limit living space to a cylinder tucked inside the moon, since otherwise you'd only have normal gravity around the equator.
