The blood cost to Blush of Health (warm skin, normal sexual response) is 8-Humanity, so Humanity 8+ vamps are generally considered to be automatically 'alive' in all scenes where there isn't an overriding reason they wouldn't (they are asleep, ect).
Some/most thin blood vampires also have a normal heartbeat and sexual response, as part of their not-quite-dead nature.
That's Masquerade, of course. In Requiem, vampires possess normal sexual function by default but may not have any interest in sex.
In other games it depends, but in most where it's addressed at all vampires are sexually functional when not total monsters.
