If so, couldn't it be used as an effective method of cyber-attack?
Once you get the data onto the blockchain, it stays there forever, and every node storing a copy of it is technically in possession of CP, which is a criminal offense.

Funny I just found out how to destroy bitcoin. The key is the private and public addess. Private addresses can't be all zeroes because they hash into nothing. However the public address may be used while it has a private address of zero. Meaning these are sink holes for bitcoin. You can deposit but not take out. Oh shit I've said too much.

Well you could encode content as base64 or something, or include url. But in BTC blockchain you only have 80 extra bytes to use for that.
There are a few blockchain graffiti services online where you can store any image on the btc or ethereum blockchain
But obviously you have to pay a decent amount in fees
