Same guy who did BLAME! did that. It's a short senseless thing with less plot and characters than BLAME!. He cannibalized a few concepts into later things he did if only in name and some ideas of the main antagonists in it. While your description of Biomega is not wrong, this is actually from Abara.
BLAME! is perhaps the worst entry into Nihei's works. Starting with Biomega or Knights of Sidonia* is considerably easier on comprehension.
*manga obviously, stay away from anime, it's made of low budget CG and disappointment with icing of cute androgynous butts. But that's not enough to save it.
