If a party of heavily armed mercs/player characters get in a large shootout in the slummier bits of extropia what sorts of organized forces should they expect to face? Or will they only really encounter armed individuals or cooperating handfuls of enemies, because nobody can afford security contracts? One of my players has argued for the latter option being the predominant response, unless they accidentally endanger someone that matters.

I mean, Extropia has a pretty decent population. That said, if you're in a shitty neighborhood, then yes, obviously the people there aren't rolling in dough. Militia/posse, self-defense and mutual aid contracts are probably the most common.
However it's not only important people they might endanger, but property - which is highly valued by extropian ideals. If you damage actual structures/property people own, expect response from drones, maybe dedicated security guards. If anything you endanger might resemble hab infrastructure, Medusan Shield riot squads will start pouring in to break shit up before somebody breaks something important.

Kitted out like you'd expect for a team of sentinels given wide access to blueprints and materials for a week or two. It was mostly a theoretical matter, but if I tell them it will mostly be rabble my player might try to carve out a domain in the extropian slums. I imagine he'd stop short of a murder frisbee squad, but it would be something like a fork army of guard synths with partical beams or similar. He was tossing around the idea of going in with an entroptic banner declaring he would cease and desist hostilities against anyone that signed his protection contract and declared him boss.

Yeah, pretty sure extropia doesn't allow you to "carve out". Well, okay, in the REAL shitty areas, where you go into the old mining tunnels and are off the grid you might - but then your free market competition is other criminal shitbags.
But your domain can't be held by force. You have to pay Extropy Now at minimum to utilize hab space and resources, not accounting for any other services, subcontractors and the like who might own rights before you. Taking shit by Force will mean people start shitposting about you on @-list until either you get vigilanted, or as noted Medusa just shows up and is like "You have 60 seconds to comply". Extropia has very carefully engineered it's society and will resist the idea that some guy with more gun can come along and take over - it will be a social anathema to most residents.
