The start collecting box formation isn't awful.
Chimera Vets with melta/plasma are always good.
CCS with plasma or melta in a Chimera, also good.
A combination of those things would probably get you to 750.

Probably Kraken. Prime bone, wash agrax, drybrush bone again, base and highlight red on chitin.

If he's a treadhead, recommend him to paint his guard to match the WWII French. Because the Leman Russ is basically a Char 1 in a mirror. This will also differentiate him from the million other players who paint the Russes to look like German or British vehicles.

Second squad is an Ashen Circle cult(5 raptors). Iconoclast Pyr Gorak has Dirty Fighter(Soul Blaze) as his specialist skill to represent his flaming brand and hand flamer. The guy with the hook whip has a hand flamer too, which is being run as a regular Flamer. The cult's Possessed blade-slave is a raptor with the Indomitable(Feel No Pain) specialist skill.

MechGuard vs Orks at 750 is gonna feel amazing for him. Orks will struggle against that AV14 front, and if it's just a regular LRBT, that big cannon will leave craters where boyz used to be. Definitely a good matchup if you want to encourage him.

I cooked up a list just to see what'd fit. Two vet squads in Chimeras, CCS, two scout Sentinels (against orks they can't be *that* bad, and the extra firepower is probably nicer than a bare on-foot veteran squad), and the Start Collecting formation. 35 bodies, 3 Chimeras, 2 Sentinels, and a Russ is probably enough versus two full-strength slugga Boyz squads, a Warboss, and a battery of the Ork plasma guns, right? And yeah, I picked Orks because a horde army would be a good match. I normally play Tau, and I know their rules well enough that I can't really help but play better; Orks are one of the four armies I don't collect (waiting for new models), so we're essentially playing on similar experience ground.
Unfortunately, he's a wehraboo. I can't help it. He's a Steel Legion fan if it helps, though.

I imagine if Cadia is actually going to be lost to Failbadon, I don't think it's going to be quite so catastrophic. Chaos would claim the planet, Imperium & Friends would fall back, but Chaos would have gotten hit hard enough that their victory is pyrrhic. Maybe it gets Exterminatus'd. Remember what happened in the Tau v. Imperium books; in the end, bunch of gits died, but little to no progress was made.

What special weapons should i equip my chaos space marines with? and an i paint my night lords another colour besides the traditional GW ones and get away with it? They would still be blue just a different trimming

Damn Shame! I personally went with an American Aesthetic. Both because I had seen Fury and wanted to reenact the assault scene from that move on the tabletop, and because at 1500+ points the Leman Russ's durability starts to resemble actual Shermans.
I don't regret my aesthetic choice as it's still less common than the usual Wehr-Brit-Grey trio of themes you typically see. But I would probably has chosen differently had I recognized the similarities earlier.

Leman Russ tanks are more like Tigers though in terms of capabilities. Predators are the Imperium's medium battle tank, but for whatever reason the IG can't take them.

I disagree. The only Russ that really resembles a Tiger is the Vanquisher. What's crazier? The Shermans had primitive stabilizers that let them fire on the move if they were slow about it. Almost like a certain lumbering behemoth! If we look at the late war Jumbo we even get heavier-than-tiger 114mm angled armor (Not that it would matter against an 88). So, at least for the era I was shooting for, the Leman Russ actually does share more elements with a Russ. Also, they fall like flies in larger point matches.

I think that the reason Astartes have Predators is due to ease of logistics. Its based off of the Rhino, Astartes use Rhinos, Rhinos and Predators share parts thus easier to maintain logistics for both vehicles.

The Predator probably has better targeting systems, but is lighter being a converted Rhino. I'm not suprised the Astartes love something that can go faster and fire more accurately, as well as be more easily deployed due to weight, and easier to maintain thanks to Rhino comparability.
Meanwhile, the IG are an army of attrition. They need something strong instead of fast, and unleashes large blasts of hatred instead of pinpoint accurate fire.

As for the rules? I mean, Games Workshop seems to have written themselves into a hole here. The Predator can move 12", but the Russ tends to move more because it can shoot all weapons on the move.
It's also another reason I HATE Tau because their size-of-a-vehicle mechs can fire all their weapons on the move. And yes, Taufag, I know you're going to mention your superior technology again. Shut up. Please. You've mentioned it every goddamn time we mention your not-walkers, but for some reason you never explain why you never fit this special tech onto your Riptides or Hammerheads.

Farseer joins the Guardians - they're basically objective baby sitters who actually hit hard and the Farseer can act as a force multiplier. The Autarch and Prince join the Reavers as a mini deathstar.

Does work, and I believe the psykers don't have to be in coherency or on the board at the same time to use their mind control. But you lose out on psychic test dice.
All depends on what the other guy is bringing so make sure you place them somewhere good on the map because you're still using their melta weapons for a good cause.
