I can't paint thin lines very well. I tried technical Pens, but I couldn't find a white one that wasn't huge. I'm trying to do white to blue with white scar and Alaitoc. White first then put blue on after that, or should I do the base blue color to thin the lightning?

I like starting with the dark blue base, then painting thick medium lines (1/4" or .5cm wide), thinner light blue in the middle, then very light blue lines, and finally pure white at the corners of the previous step.

Including special rules? You can come close by taking Armored Breakthrough to minimize the number of units you have with the Legiones Astartes (insert legion) rules. Only the Delegatus would have the rules.
The Fellblade's more fun because it's always useful. The Falchion is (obviously) amazing against super-heavies but lousy against anything else. It's a hard counter to one type of unit and it's hard for that kind of thing to be fun.

This is Warhammer, bikes (jet or otherwise) are used in cityfights all the time. Istvaan III wouldn't have been any exception.
As for Istvaan V, it was a siege only in the opening stage to bait the Loyalists forward. As soon as that was accomplished, units like jetbikes and landspeeders would've had an advantage over the rocky plains.
