Absolutely every item that isn't a Memento must be purchased. Weapons have prices, and some weapons are simply better/more expensive than others. Players will have a starting budget for Mementos so that they can't just take the best weapons every time.
>Mixed
Armor, consumables, and tools/trinkets must be purchased, and vary in pricing and power level.
Weapons remain as Mementos, and will be balanced so that they are roughly equal in power.
>Simplified
Nothing needs to be purchased, except for consumables, or tools/trinkets such as lockpicks. You can only get armor and weapons by acquiring mementos. Each individual piece of armor or weapon would have roughly the same power level.

There's no reason to have fake gens when you're getting new real gens.
