Ones with legs will always tend to be amphibious, have the most humanoid like appearance, and capable of industry that can only be done on land although usually they work and live in conjunction with humans anyway.
Those with tails are far larger, more primitive, and live further out in the various bodies of water or wheverever there is suffcifiently deep water such as large river systems.
Some examples being Dolphin folk who live in jungle rivers and Sea Lion/Walrus type people who live in northern climates along with Aybssals who live will below the luminous zone or live in the Underdark.

I prefer them with tails, and more porpoise than fish.
Clothes are made of scavenged surface goods/woven sea weed and pear/shell. Most have no clothes at all.
