Sadly it is justified.

Ever since humanity went to the stars and made contact with aliens, 9/10 of them either slaughtered them, enslaved them, ate them, or all these things in various combinations and orders all together.

Not to mention that it's also strengthened by the Ecclesiarchy 24 h a day, 7 days a week, 12 months a year for 10K years.

And due to this humanity cannot even tolerate this one 1/10 number of aliens who don't want to harm the Imperium or simply want to be left alone without bothering anyone else.

Even Emps didn't want to wipe out all the aliens (though he did use a join us or die mentality), for the aliens did have useful tech the Imperium would want to have.

Yep, and this is a staple of today's 40K.

I miss the old, fun, black comedy Grimdark from older editions (the 2000 A.D. Grimdark that Judge Dredd, Nemesis The Warlock Rouge Trooper and many more served us).

When Space Marines were at first Arbites on steroids and then elite fighters that used everything in the book (including camo paint for their power armors), when Eldar had bitchin' mohawks + leather jackets/longcoats combos that were available not only to Harlequins, when Squats were a playable factions, when Inquisitor Obi-wan Sherlock Clousseau was still around and when back when motherfucking Illiyan Nastase was around...

Those were fun times that have gone with the wind.

I really loved how Fabulous Bill cloned Ahriman and the resulting monstrosity called the latter DAD.

Still they could've tried to stream-line them a little (but not to the point of repeating fucking AoS before it got the General's Handbook and I remember well how horrible it was not only fluff-wise), and come up with some truly unique rules for factions and special characters that would make them distinct from each other even more.

But that will never happen unless GW will hit the RESET BUTTON and for once try to remember the true fun.

First was interested when 3rd ED was around. Then got deeper into it to previous editions which were pretty fun.

Wanted to play, had some models made, wanted to expand it all but I was too much of a poorfag and there wasn't anyone in my city with whom i could play.
