Typically Elves are described as having incredible eyesight, above-average agility, reactions and dexterity without being too weak to draw a bow properly. Basically, they have all the primary biological advantages over Humans for shooting bows. Also training, experience and a long life spent around bow-culture probably tends to widen the gap.

I don't remember him saying that elves are specifically good at shooting the bow. The most badass and capable fighters of his elves, Noldors like Fingolfin, fought in melee.
Elf ears are like bundles of reflexes. They can flick back to lie flat against the head the instant they are touched. Grabbing an elf ear is about as easy as grabbing a lightning bolt.
The only way you can touch an elf's ear is if they are either willing or incredibly relaxed.
