Steam breath (if it's steam-powered)
Lightning breath (if it works, entirely or partially, on electricity)
Or, well, it could fire a grapeshot of bullets (or if you want to keep a steampunk theme, some stupid shit like gears and monocles and tophats)
This reminds me of Digimon, with the exception that the Digimon offender was even worse.

You could justify several. I'd figure something 'alchemically feasible' such as a stream of boiling oil, steam, or acid, maybe fire. Basically anything you'd expect from a mechanical device, rather than lightning or cold. Alternatively, rather than a breath weapon per se, it just has some big ass canon in its mouth that shoots bombs.
