Liberals tend to congregate into larger populations, Conservatives tend to spread out. The culture of said places influences those there, so large populations lean liberal, smaller ones lean conservative.

On a pure 'democracy' level it's horseshit, but on a level of equal stake in federal representation, the fairness is plausible. I still think it's dumb, but it makes a certain sense.
