You're underestimating the human skull. It's actually a pretty touch piece of shit around your brain.

Am impact so strong it not only breaks the asphalt but causes chunks of it to break off and fly into the air? And shatter his riding helmet as well? I don't think the skull is THAT strong.

Mumen Rider after a trip to the hospital was A-OK too, despite brain damage being very likely after that impact.

The whole point of the character is that he's just an average guy. He shouldn't have a stat above 12.

We were just over this. He's superhumanly durable at the very least. He is not, however, superhumanly strong. He cannot affect his opponents in ways superior to a normal human. He can only survive them longer.
He took a punch to the face from Sea King. An attack of such a degree broke Pri-Pri-Prisoner's nose, and he's superhuman. It would punch a normal human's head clean off.
It just knocked Rider the fuck out, to compare.

Given density of bones making scull, especially facial part of it, and asphalt, such hit would literally splash his head and brain on the road.

He also comes with inhuman durability, which is ALSO part of the character. He is in fact the same type of stuff as Saitama, only that he can't fight for shit. But takes beating like a champ.

He's just like Saitama--he's superhuman because he never gives up, "even when vomiting blood"
