Song of Swords is a a tabletop RPG centered around realistic medieval fightan' with a ludicrous variety of weapons and fighting styles, centered around a dice pool system. It's currently in beta, and can be used for both fantasy and historical games. Kickstarter is happening NOW we are kicking ass baby!
Call of the Void: Ballad of the Laser Whales is a pulpy sci-fi tabletop RPG about fighting space-nazis and hunting giant whales with harpoons made out of the moon. Its combat system is more modern, based in the early 20th century, but can probably handle combat up to the present day.

Why do you need them? It's basically TRoS besides magic and some attributes.
Here's the problem with sociopolitical rules Most of those things are roleplayed, with the appropriate period-specific knowledge. There's really no special mechanics appropriate to represent being the Archduchess, besides things better expressed through dialogue anyway. Furthermore, under a lot of cultures, there's no such thing as "lords" and "lieges". Imperial China's a pretty good case for this - they might have people with TITLES, they might have had really rich people, they have governors, but they didn't have true nobility beyond the Imperial Family. Everyone answered, in theory, to the Emperor. Everyone else is just a shitty bureaucrat or an adviser, to be replaced at will and rotated at random (and often were replaced at will).

Something like fortifications providing bonus to defense rolls against missiles and restricting targets for attacks. Stone walls and elaborate citadels provide huge defense bonus while camps, Napoleonic era field fortifications and trenches provide weaker defense but can be built much faster.

Sieges have a very different character from field battles, though. While simple defense bonuses would work at the strategic, hex-and-chit level, at the tactical level where you're moving around individual blocks of pikemen and batteries of cannon you'd need more than that.

The winner will be one of three finalists. They will fight each of the other two finalists from the original roster to determine an ultimate winner.
Ozziah the Oathless is an Ohanedin who refused to offer an oath he was expected to give. Retreating from Ohanedin society, this immensely strong swordsman adventures across Vosca in search of worthy causes to pledge himself to. As one of the late entries to the Panoptica tournament, he fought fellow latecomer Gio Vaneleaux du Galli. The proud knight's great helm did little to save him from the vicious blows of Ozziah's grutte zweihander. After slaying his opponent, Ozziah ritually licked his blade, to age himself a second. If he persists with this behavior, he will die a natural death. But will Zabaz let him live that long?
Zabaz is a priest from Lost Izagone, the fabled island in Vosca lore. Armed with the legendary khopesh (and a dane axe made of two khopesh heads), this warrior has proven he has strength enough to cut through even Burdinadin armor. The mail armor of his first opponent in the round, the sea raider Sjornn Anfallare, was no match against his powerful blows. Speed backs up this warrior's strength, a lethal combination that has nearly brought Zabaz to the finals. But if there is any race in the world that exemplifies the virtues of alacrity and brawn, it's the Ohanedin. Will the Izagoni be able to cut down Ozziah, or will he join his homeland in the forgotten pages of history?
