He has both good and bad tendencies. of course, and I'd wager he's closer to good than evil. But what matters is still the law first, second, and possibly third.
I think his commitment to law is best exemplified by the fact that he doesn't actually bear any ill will towards his enemies, reasoning that many of them have perfectly fine interpretations that just so happen to be wrong and therefore put them at odds with him.
No those he really can't fucking stand are those who sided with Renly first and then him.
