They might've survived somewhere as the gnomeadines or something equally copyrightable, though.

Just might've passed as a sort of Dogs of War option like the halflings. Definitely wouldn't have made up an army of their own.

Didn't the first edition of WRFP mention Karl Franz' court jester being a gnome?

Does anyone really like gnomes? Especially in WFB, there's a lot more interesting stuff out there. I'm surprised the halflings survived sometimes.

warhammer cant have gnomes because of russians.
all fantasy settings (lotr and warhammer) have dwarves translated as gnomes in russian. only warcraft has its dwarves translated as dvorfi/dvarfi

Gnomes will forever be just a sub-type of Dwarves in my book. They're the greek equivalent to dwarves, anyway, and the two overlap so much in their mythological origin that if it wasn't for modern fantasy making gnomes short fae or the token whacky science race, there would be literally no difference.

Warcraft has had to do tremendous mental gymnastics to justify re-introducing gnomes after the Ironforge dwarves had taken over all their technobabble in Warcraf 3, and nobody even missed gnomes in that game.

Same probably applies to Warhammer: You got Dwarves as a major political player, with all the same cultural strengths as the minor gnomes. Just make gnomes dwarves but some sort of social outcast and you're good to go.

I think the biggest difference (and the one that gives people the most problem) is that gnomes are intensely magical whilst dwarfs are generally not (and in the case of warhammer, actually anti). In WFRP 1st ed for example gnomes were mentioned to be proficient wizards, especially but not exclusively with illusions.

They also had the weird fishing obsession but that seems to have been more like a humorous quirk to add.
