the payoffs for filling your GY aren't huge which i'm not a fan of. using a turn to cathartic reunion to make a rune snag 1 card better doesn't seem worth it to me

Is there a ruling about being able to play a few uncommon cards? I've never found a good ruling site for pauper.

There is a variant called Peasant that allows some uncommons, but nobody plays that.

No, it's that Modern Masters is printing old uncommons at common. Being printed at common once ever in any set makes it pauper legal.
