I'd argue Skitarii Vanguard are pretty high up there with 9 points per dude and a 4+, FNP (6+) save and cancer guns.

Chaos legion troops are incredibly snowflake-y. Two armies from the same Legion can look wildly different. Your guys just took better care of their equipment and weren't afflicted by demonic posession. Alpha Legion as a whole often looks pretty normal compared to others in general.

Eldar Guardians are also up there.

Genestealer Acolytes maybe, but the force is very heavily built on synergy so if you isolate them from all the buffs they're not quite as good.

Vanguard easily. They knock a point of toughness of in assault too. If there's an infiltrator unit nearby, bring a bucket for tears as your MEQ opponent's assault specialists get taken apart by S3 skitarii.

I feel like you don't have enough special weapons. Cutting out one of those Scion squads or some points elsewhere to get something better than hotshots in those command squads might be a nice addition.

Chaos is the one army where that hardly matters at all. I bought 2 boxes of CSM for the helmets and a few spikey bits, but a lot of my models are mostly made of things from various loyalist kits.

Chaos is nice for variety.

Magus Explorator?

They hide in my deployment and zap psykers that try and kill my Exorcists.
They're great for taking out Dreadknights and Nurgle DPs.

About to play a game against a new player with his Orks. Want some advice for a list

My general idea was a Chaos sorcerer (rolling everything on the Slaanesh table), 3 squads of cultists with various weapons, a 3 man combi-plasma terminator squad, and a Rhino with some extra guns.

Would an Ork list be able to handle that? The cultists do have a couple flamers between them.

30k tacs can't take special or heavy weapons. Only Vet squads (like how CSM do it except their HBolters are 18" Assault 3 if they moved), Tac Support Squads (every model has a special weapon), and Heavy Support squads (every model has a heavy weapon)
