How are zero-based heroes supposed to work? They inherently aren't given armies

I would assume that the number they roll for the hero will decided the army

But if you roll a 0, there is no indication of team because the teams are 1-9. So how do you decide what team gets the hero? Does the poster just do so?

In the final calculus, it is not heroes- no matter how valorous- that win wars. It is the great mass of the common footsoldiers that rout their armies and tear down their cities- as long as you have enough of them.
