Kastellans were always primitive punch card operated robots, there was no reprogramming involved.
What's more their more advanced robots can't really be reprogrammed very easily, since they all utilise a cybernetica cortex, which is basically silicon-neuron based computer, and their use has been outright banned if I recall correctly. This means they'd have to do some crazy retrofitting and restructuring to get them to fit current standards. And you'd be crazy if you think the Ad Mech would be willing to tear apart old and hard to replicate tech.

Since I brought it up a couple of thread ago, here is a spread sheet comparing the average wounds and wound to point efficency of Regular Chaos Space marines and Rubric Marines. It also compares the same stats for an individual Rubric Marine and Chaos Space Marine.
As we can see the rubrics are mathematically inferior in most situations, and even the ones where they aren't there isn't a very large difference. This is far less true in the individual instances, indicating that the Aspiring Sorcerer is the biggest offender here.

So everyone has talked about Thousand Sons being overcosted for AP3, but how would they fare against Necrons or Tau? The Invuln saves make them durable against weapons that would otherwise double them out while Psychic powers allow for versatile playstyle against scary units like Riptides or Wraiths. He might be worth it if you could roll on any discipline, but as long as he has to roll his one spell on Tzeentch he won't be. For starters, two of the powers he can get (siphon magic and boon of mutation) are dead draws for the sorcerer meaning you will be left casting a primaris that is on average worse than a 12pt havoc launcher. Breath of Chaos, Baleful Devolution and Treason of Tzeentch are all good powers, but their high WC cost and the Aspiring Sorcerer's inability to take a spell familiar makes casting these powers too inefficient and unreliable and generally you'd be better of using your WC dice on an HQ outside of specific scenarios. Doombolt is the only reliable, good and efficient power at your disposal.
Also if we compare him to the Scarab Occult Sorcerer, for 32 points over the Aspiring Sorcerer, you get an extra wound, an extra mastery level an additional point in WS and Terminator Armour, and a lot of people consider him to only be okay.

Most people only use them as batteries for WC though and just use the HQs for spells.
As long as Chaos is required to take Veteran Sergeants and as long as a Mastery Level = 25pts the issue will persist.
The fact that they are closely linked to Tzeentch Daemons doesn't help mind, considering how good value they are for WC

Also they may be good against AP3 and better weapons, but they still die exactly as easily to AP4 and worse weapons as regular marines. And both Necrons and Tau have shitloads of weapons with high strength and poor ap that point for point fare incredibly well against rubrics.
They're also shit batteries though, if used as such and assuming that 1 WC = 25pts you're still looking at a 32 point useless lump that only contributes another wound to the unit. This isn't a problem for the Scarab Occult sorcerer though, he's only 90 points for what would normally cost 125 if you bought it as an HQ.
